New Delhi: The issue of adhering to regulations regarding protest preparations and police permissions in the capital has surfaced once again. The Delhi Police has refused to grant permission for the CJP protest, citing that the notification was received well within the mandatory notice period—far shorter than the required timeframe. The police state that maintaining public safety, law and order, and traffic management during any event is their primary responsibility; therefore, adherence to established procedures is essential.

Nupur Prasad, Joint Commissioner of Police (New Delhi Range), presented the police’s stance during a press conference at the Delhi Police Headquarters. According to the police, existing guidelines mandate that applications or notifications for such events be submitted at least 10 days in advance. Permission was denied because the notification regarding the CJP protest was received with insufficient notice.

No Green Light Due to Non-Compliance with Rules

The police emphasise the necessity of following established procedures before organising any public protest. Decisions are made after considering factors such as the movement of large crowds, traffic pressure, and security arrangements in the capital’s sensitive areas. Permission for the protest was withheld due to the failure to meet the prescribed timeline and concerns regarding potential law-and-order situations.

Section 163 Imposed in New Delhi Area

The Delhi Police also clarified that restrictive orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) are currently in force in the New Delhi area. Consequently, compliance with these orders and relevant regulations is mandatory for any organised activity.
