New Delhi: The Rohini District Police has executed a major operation against the drug trade in the capital, effectively crippling the entire network involved in the interstate smuggling and manufacturing of heroin. The police not only seized heroin worth crores of rupees but also exposed the facility where the drug was being processed from raw materials. Five individuals linked to the network were arrested during the operation. A total of 7.577 kg of heroin was recovered from their possession and at their instance; the estimated value of this haul in the international market is approximately ₹53.5 crore.
Rohini District DCP Shashank Jaiswal stated that the recovered haul included 6.275 kg of freshly processed heroin. Additionally, 2.504 kg of sodium and 787 grams of acetic anhydride—chemicals used in heroin production—were seized. The police also confiscated manufacturing equipment, including tubs, gas cylinders, mixer-grinders, utensils, polythene bags, electronic weighing scales, wooden baskets, and other related items.
Unraveling One Link Exposed the Entire Network
The case stems from FIR No. 433/26 registered at the Begumpur Police Station. As the investigation progressed, the police uncovered clues regarding a network with roots extending from Delhi to Haryana and Uttar Pradesh. Piecing together the evidence, the Rohini District Special Staff team first tracked down the smugglers and subsequently located the site where the heroin was allegedly being manufactured. The operation was carried out by a team led by Inspector Sandeep Godara of the Rohini Special Staff. Under the supervision of Assistant Commissioner of Police (Operations) Ajmer Singh, the team apprehended the network members through a series of raids and technical investigations. The arrest of the fifth accused brought the key link responsible for supplying raw materials into police custody.
58-year-old Lachhman emerged as the main supplier
The police arrested 58-year-old Lachhman Hooda, a resident of Rohtak, Haryana, on September 16. 300 grams of heroin and ₹3 lakh in cash were recovered from his possession, and his Suzuki Grand Vitara was seized. Investigation revealed him to be the source supplier for the network. According to the police, he had previously been involved in a murder case. Subsequently, on September 17, 51-year-old Anil, alias Bhola—a resident of Raghubir Nagar, Delhi—was arrested. 501 grams of heroin were recovered from him, and his Mahindra XUV-700 was seized. Police stated that Anil was a parole jumper and a declared offender in an NDPS case, with 12 prior cases registered against him.
A ‘poison factory’ was operating in Uttar Pradesh
The investigation next led to Bareilly, Uttar Pradesh. On October 4, the police team arrested 35-year-old Bablu, a resident of Bareilly. 6.275 kilograms of freshly prepared heroin were recovered from his possession. Additionally, 2.504 kilograms of sodium and 787 grams of acetic anhydride—substances used in heroin manufacturing—were found. During the raid, police discovered various equipment and materials linked to heroin production, including tubs, gas cylinders, mixer-grinders, utensils, polythene bags, electronic weighing scales, and wooden baskets.
Bablu reportedly has a prior NDPS case registered against him; according to the police, he played the role of a manufacturer and associate within the network. Ruksar Ali, alias Raju—also a resident of Bareilly—was arrested during the same operation. According to the police, he was the owner of the alleged manufacturing unit and the primary supplier. Three NDPS cases were already registered against him. Facilities and materials related to heroin manufacturing were seized from his premises.
The final link also apprehended
The police action did not stop there. During the investigation, another key accused responsible for supplying raw materials was identified. On October 6, 38-year-old Ajaz Ahmed, a resident of Mujiana village in Badaun, Uttar Pradesh, was arrested. 501 grams of heroin and a Royal Enfield motorcycle were recovered from his possession. According to the police, Ajaz Ahmed was the crucial link supplying raw materials to Ruksar (alias Raju) for heroin production. He also has a prior NDPS case registered against him. With his arrest, the police have successfully connected the vital links of the network—ranging from raw material supply to manufacturing and trafficking.

According to the police, the estimated value of the contraband in the international market is approximately ₹53.5 crore. Additionally, ₹3 lakh in cash, 2.504 kilograms of sodium, 787 grams of acetic anhydride, and all equipment used in heroin manufacturing were seized.
