New Delhi: Union Home Minister Amit Shah has described illegal infiltration and unnatural demographic changes as one of the biggest threats to India’s present and future. In response to the growing concern, the central government has constituted a high-level committee to examine the issue and recommend long-term solutions.

Amit Shah stated that demographic imbalance caused by infiltration and other abnormal factors poses a serious challenge not only to national security but also to the country’s social structure and sovereignty.

Government Constitutes High-Level Committee

The Home Minister said that Prime Minister Narendra Modi had announced the formation of a “High-Level Committee on Demographic Change” during his Independence Day address on August 15, 2025. Shah confirmed that the government has now officially constituted the committee.

The panel will be headed by retired Justice Prakash Prabhakar Naolekar. Other members include former IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava, Census Commissioner officials and economist Dr. Shamika Ravi. The Joint Secretary (Foreigners-I) of the Ministry of Home Affairs will serve as the Member Secretary of the committee.

Committee to Study Population Pattern Changes

According to the government, the committee will conduct a nationwide assessment of demographic changes allegedly linked to illegal migration and other unusual factors. It will also analyze patterns of population changes across religious and social communities.

Officials stated that the committee’s primary objective is to prepare a structured and time-bound strategy to deal with the issue while protecting national security, law and order, tribal communities and India’s demographic balance.

PM Modi’s Warning From Red Fort

During his Independence Day speech in 2025, Prime Minister Narendra Modi had warned the nation about what he described as a “planned attempt” to alter India’s demographic structure through illegal infiltration.

Addressing the country from the Red Fort, PM Modi claimed that infiltrators were affecting employment opportunities for Indian youth, misleading tribal communities and creating long-term security concerns. He had then announced the launch of a “Demographic Mission” to safeguard India’s unity, integrity and citizens’ rights.

Administrative Activity Intensifies

Following the announcement, administrative activity has intensified across multiple departments linked to internal security and immigration monitoring. The government maintains that the initiative is aimed at protecting national interests, while opposition leaders have demanded greater clarity regarding the implementation and scope of the proposed demographic measures.
