New Delhi: Security preparations have intensified regarding the protest proposed by the Cockroach Janata Party (CJP) in the national capital, Delhi, on October 10. The Delhi Police has refused to grant permission for this political demonstration at Jantar Mantar. Strict security arrangements are being implemented in the New Delhi area to maintain law and order, protect public property, and ensure smooth traffic flow. Additionally, preventive restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) have been announced.

While preparations are underway to bolster security at Jantar Mantar and surrounding sensitive areas, the Delhi Police has also reminded citizens through its messaging that humanity transcends uniforms, ideologies, and differences of opinion. The police message emphasizes that while adherence to the law is essential, mutual respect, sensitivity, and humanity are equally important.

Special attention is being paid to security arrangements, conditions regarding police permission, and the movement of the general public in relation to the proposed protest. However, independent verification is required for claims regarding the deployment of forces, the summoning of personnel from various states, and changes to the Union Home Minister’s schedule.

Police Deny Permission, Cite Three Key Reasons

During a press conference at the Delhi Police Headquarters, Nupur Prasad, Joint Commissioner of Police (New Delhi Range), outlined three primary grounds for denying permission for the proposed protest.

The first reason: insufficient notice in the application. According to the police, CJP co-convenor Saurav Das submitted the application for the protest on October 7, 2026. Established guidelines for organising events at Jantar Mantar require applications to be submitted at least ten days in advance. The police state that the application did not adhere to the prescribed timeframe, creating procedural hurdles in granting permission.

Second reason: Adherence to prior commitments

According to police officials, concerns had previously arisen regarding compliance with commitments and legal directives given by the party on a prior occasion. Consequently, past experiences were taken into account while considering the current application.

Third reason: Security and traffic challenges

The police note that the New Delhi area is sensitive, housing major government establishments, critical roads, and busy public thoroughfares. Therefore, the potential impact on law and order, public safety, and traffic management was considered when evaluating the request to hold a protest under current circumstances.

This stance makes it clear that the administration is unwilling to take any risks regarding security and regulatory conditions for the proposed event. However, the final position concerning any political protest should be determined based on relevant orders and official notifications.

Section 163 invoked; warning of action against law violators

It has been announced that Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) has been invoked in the New Delhi area ahead of the proposed protest. Under this section, the competent authority can issue necessary preventive orders to maintain public peace, safety, and order based on the prevailing situation. The police have warned that legal action may be taken against those who violate these orders, engage in vandalism, or damage public property. In such situations, the police’s responsibility extends beyond merely controlling the crowd; it also encompasses ensuring the safety of citizens, protecting government establishments, and maintaining the smooth functioning of daily life. The primary challenge for security agencies will be to contain any untoward situation in a timely manner while upholding law and order and respecting citizens’ rights and freedom of movement. There is talk of extensive security arrangements being put in place for the proposed protest. According to available details, it is claimed that approximately 11,000 additional personnel from Central Armed Police Forces are being deployed in Delhi, bringing the total strength to around 26,000. Security-related information also indicates that about 7,000 Central Reserve Police Force (CRPF) personnel are being brought to Delhi from Chhattisgarh and West Bengal.

However, there is no independent confirmation regarding these figures, the actual deployment of personnel, or the claim that this constitutes the largest deployment since 2020. In such circumstances, the objective of deploying additional forces is to strengthen security at sensitive locations, monitor crowd movements, and ensure readiness for immediate action in the event of any untoward incident. Coordination between the police and other security agencies also plays a crucial role.
