New Delhi: The West District Police have arrested four people for allegedly operating a cyber fraud network that targeted individuals in Tamil Nadu and other southern states with promises of loans, scholarships and financial assistance. The investigation has revealed a network allegedly involving fraudulent calling operations, bank accounts and SIM cards used to collect and withdraw money from victims.

Police seized 21 mobile phones, notebooks and registers containing details of potential victims, along with ₹45,170 in cash. Five women working as tele-callers at the suspected operation have also been bound down in connection with the case.

How Did Police Uncover the Network?

The Cyber Police Station team of West District was examining complaints registered on the National Cyber Crime Reporting Portal (NCRP) and the coordination portal when it detected cases involving people allegedly cheated through offers of scholarships, loans and financial assistance.

During the investigation, a bank account maintained at a Karnataka Bank branch in Vikaspuri was found linked to three cybercrime complaints. Further examination of the account and associated SIM cards led investigators to Amit Kapoor.

An FIR, numbered 56/2026, was subsequently registered at Cyber Police Station West under Sections 112(2), 318(4), 317(2), 61(2) and 3(5) of the Bharatiya Nyaya Sanhita (BNS).

Following an examination of financial transactions, police arrested Amit Kapoor, Shiva Singh Chaudhary and S. Gaurav, alias Appu. Investigators suspect that Appu acted as a link between those arranging bank accounts and the calling network.

Vikaspuri Raid Exposes Suspected Calling Centre

Following further leads, the police raided a premises in the Budhela area of Vikaspuri. Five women tele-callers and six other people, including Saraj Ansari, alias Dawood, were found at the location.

Police identified Saraj as the alleged operator of the suspected calling facility and arrested him. The five women tele-callers were also bound down as part of the investigation.

Modus Operandi Involved Bank Accounts and Digital Payments

According to investigators, members of the network arranged bank accounts and SIM cards before contacting potential victims with offers of loans, scholarships and other government or private financial assistance schemes.

Victims were allegedly persuaded to transfer money through bank accounts, UPI IDs and QR codes. The collected funds were then withdrawn through ATMs and other channels before being passed on to other members of the network. Investigators are also examining the alleged commission-sharing arrangements among those involved.

Digital Devices and Records Seized, Probe Continues

The police recovered 12 smartphones, nine keypad mobile phones, 10 notepads, five registers, one debit card, two cheque books and ₹45,170 in cash. The seized records reportedly contain details of customers and potential victims.

The operation was carried out by a team comprising Sub-Inspectors Yogesh and Arvind, Head Constables Pawan and Naresh, and Constable Surender. The team was led by Inspector Vikas Kumar Buldak, Station House Officer of Cyber Police Station West.

The operation was conducted under the supervision of ACP Operations Rajesh Kumar and overall oversight of West District DCP Hareshwar V. Swami, IPS.

Police are now analysing the seized digital devices and documents to identify additional suspects, bank accounts and victims connected to the alleged network. Further investigation is underway.
