Muzaffarnagar: A Roorkee-based company, Apro Overseas, has alleged financial fraud amounting to ₹7.84 crore in a land purchase deal in Muzaffarnagar. The company had planned to establish an industrial park across approximately 180 bighas in Mandla village, with the potential to generate employment for around 5,000 people. However, despite making substantial payments, the company claims that the land was never registered in its name.

An FIR has been registered against 17 people in connection with the matter. Company director Abhilasha Singh addressed a press conference around 2 pm on Monday, detailing the allegations and seeking the intervention of the Muzaffarnagar District Magistrate.

How Did the Land Deal Begin?

According to Abhilasha Singh, the company intended to develop an industrial park in Mandla village, located in the Purkazi area. Jitendra Verma, a resident of Colonel Enclave in Roorkee, allegedly assured the company that approximately 130 bighas of land along the Barla-Basera main road could be arranged for the project.

The company was reportedly informed that the proposed land was free from disputes and other liabilities. Based on these assurances, an agreement was signed on July 3, 2024, with the land price fixed at ₹10.25 lakh per bigha. An initial token payment of ₹3 lakh was made on the same day.

On August 27, 2024, Verma allegedly proposed different land parcels with new khasra numbers instead of those mentioned in the original agreement. Following another agreement, the company transferred an additional ₹20 lakh through RTGS and NEFT transactions. This brought the total amount paid directly to Verma to ₹23 lakh.

Payments Crossed ₹7.84 Crore

During the subsequent stages of the transaction, another individual, Musheer Alam, a resident of Khudda village under Chhapar police station, was reportedly introduced to assist with the land purchase.

Singh alleged that payments amounting to ₹5.42 crore were transferred to the bank accounts of various landowners and their family members through Verma and Alam. Additionally, ₹2.42 crore was transferred to accounts belonging to the two individuals, their relatives and associates.

According to the company, the total amount paid towards the proposed land purchase reached ₹7,84,50,000. Despite receiving the payments, the concerned parties allegedly failed to execute the sale deeds and complete the registration process in the company’s favour.

FIR Registered Against 17 People

Abhilasha Singh said the company initially approached the Uttar Pradesh Police with its complaint, but an FIR was not registered at that stage. Subsequently, on October 20, 2026, a case was registered against 17 individuals at Mangalore Police Station.

The company alleges that the people involved repeatedly assured it that the land would be registered but later refused to execute the necessary sale documents.

Company Seeks DM’s Intervention

In a representation submitted to the Muzaffarnagar District Magistrate, the company has requested directions to the concerned landowners to complete the registration process in its favour.

Alternatively, if the landowners are unwilling to sell the property, the company has sought action to recover the entire amount paid during the transaction.

Singh said the failure to complete the registration had caused substantial financial losses to the company. She also expressed concern that the proposed industrial park, which was expected to create employment opportunities for approximately 5,000 people in the region, remains stalled.

The matter is now subject to further investigation following the registration of the FIR.
